This position will be assigned to a singnificant Project Management Consultancy (PMC) contract in Kuwait. Will implement KOC HSEMS and monitor contractual compliance to KOC requirements and specifications. This position supports HSE activity for all active PMC projects. The incumbent reports on a department basis to the Project HSEQ Manager (HSEQM). HSE Engineers report to the Lead HSE Engineer (LHSE) and through him to the project Lead Construction Engineers (LCEs) on a day-to-day basis.
Summary of Responsibilities:
1. Uses experience to build and sustain a safe working environment for everyone.
2. Represents KOC for the construction HSE function to the Contractor
3. Advises, mentors and supports the Contactor for all aspects of construction HSE.
4. Acts as the primary liaison between KOC and the Contractor for the portion of the project assigned to him by the Lead HSE Engineer.
5. Supports the overall construction effort through regular interface with KOC and other PMC staff.
6. Implements HSEQ Department Policy and initiatives as directed by the HSEQ Manager.
7. Prepares monthly HSE reports as directed by the Lead HSE Engineer as needed by KOC and Fluor.
8. Review Contractor’s HSE documentation. Monitor and ensure implementation of the Contractor’s approved HSE Plan.
9. Provides guidance and consultation to the Contractor on day-to-day HSEMS issues as needed.
10. Assists KOC in conducting requested HSE Inspection / Audits as needed by the Lead HSE Engineer.
11. Interfaces with other PMC HSE Engineers, KOC HSE department and Plant Operations HSE. Coordinates relevant communications between stakeholders.
12. Assists the Lead HSE Engineer in the collection of Safety Statistics from Contractors and issue Safety Performance Statistics as needed for KOC and Fluor reports.
13. Monitor project Safety programme to ensure it supports construction progress through proactive planning with the Lead HSE Engineer.
14. Enforces KOC HSEMS contractual requirements. Encourage Contractors to adopt Fluor Safety Standards and other industry best practices in HSE where they are not fully covered by KOC HSEMS.
15. Evaluate the Contractor’s HSE performance on an on-going basis. Make recommendations for improvement to the Lead HSE Engineer.
16. Evaluate and communicate HSE performance issues on the projects and develop mitigating plans with the Lead HSE Engineer.
17. Conduct accident / near miss investigations as requested by Fluor Kuwait or KOC.
18. Ensure toolbox talks, safety alerts and HSE lessons learned from incident investigations are effectively communicated to Contractor craft by the Contractor supervision and management.
19. Provides training in subjects in which he is competent to act as an instructor and as directed by the Lead HSE Engineer.
20. Completes personal HSE Induction Training and other training to support individual and mandatory training required by Fluor and KOC.
21. Uses his experience to resolve HSE issues at site in a timely manner. Engages the Lead HSE Engineer as needed for resolution of other issues. Engages the project chain of command and the HSEQ Department Manager to obtain resolution as needed.
22. Represent the project at KOC, PMC or Contractor HSE meetings as required.
23. Act as the leave cover for the Lead HSE Engineer if mutually agreed.
